Lynn, you should be able to find a reduced shank drill for a 1/4 drill that will have a bit size of 5/16ths. OR, Harbor Freight sells an 3/8 90 degree angle drill for about $30.

If no slop is the goal such as for struts, I'd suggest reaming 2 or 3
thou. undersize. AN bolts vary several thou. Precision ones are more
standardized but are still undersize so a test hole in scrap material
may be worth doing. In tough locations I sometimes grind a square or hex
on the end of a reamer and use a wrench or socket.
