I just received this in my AOPA newsletter and thought I'd pass it on... don't
know if this will affect the ramble directly or not.

Effective this Sunday, June 15, pilots traveling across the U.S. border from
the Minneapolis or Seattle air route traffic control center (ARTCC) areas to
Canada will now have to apply for individual waivers, according to notams
3/3541 and 3/3542. Until now, pilots flying in those regions have been able to
operate under blanket waiver 8027 if they were unable to comply with the
transponder requirements of international Notam 2/5319.

My wife and I just returned from flying our Rebel down south of Kansas City
to visit a friend I used to cropdust with.No probs with the plane (except a
broken mixture cable)and saw 200-220degree oil with 3" scat to the lower
left firewall mounted cooler,old style cowl.1500-3000'msl both ways for MVFR
and ceiling.We had planned to go on to Las Cruces NM to visit another flying
buddy but a line of T-storms and tornados was forecast to lay across our
track for 4-5 days duration so home we came.
Customs:I did a report for our RAA newsletter in Apr.and talked to Pt.Huron
MI and Sandusky OH (where we usually cross).They both asked for 24 hr prior
notice.They are short staffed and have to plan their schedules ahead to have
agents at the airports.This I did for SKY on Thurs. for Fri. entry.They
asked me to call 2hrs prior,then you must call a third time immediately
prior to your departure to verify as it is your responsibility as PIC and
FSS will not contact them even though you are required to verify ADCUS when
you file.When I talked to the agent Fri. and asked for a window between 12
and 2 pm he said 1:30 take it or leave it.They say you have a 15 minute
window and if you cannot comply,turn around. Then after leaving our
grass-strip and opening our flt-plan with LondonFSS we eventually ended up
with ClevelandCTR and a received our discreet transponder code for the
transition from Can.to USA airspace.CLVctr always assigns a code anyway,but
who knows?
All was very smooth with very cordial friendly attitudes from everyone.The
biggest concern at US customs seemed to be about Mad-cow and SARS.No beef
products allowed.Fortunately we departed a hog-farm.
On return to CYXU they need 2hr prior notice but shortened it to match my
flight time then did not show up anyway and told the FBO to have me call for
a CANPASS number for my journey log.Totally a non-event.
I know things vary for all of the different border points but this was my
experience this week at these crossing points.
Also at a crossing where the US agent has to come from a central office you
must have exactly $25 USD for your sticker (if you need one)as they do not
do change-credit cards-cheque-CND dollars or Canadian Tire money.

Thanks Mike ! It likely WILL affect us - just not sure how
much yet.

We've been waiting for the blanket to expire, hoping that
they will renew it, or replace it with something easier !! ;-)
(There's a hope !!)

Appreciate all the feedback we can get !

I've got a copy of the waiver application, but it's written
for airliners !! Stuff like "security guards for the aircraft when
unoccupied" .... and "how do you identify the passengers" - like,
I think I recognize my wife !!! ;-)

Nothing like a little terrorism to provide an excuse for
some official power-tripping, and more loss of freedoms !! I'm
sure those guys in the yachts don't have this kind of hassle !!

Sigh !! We'll see .....
