Using tank vacuum to draw Pro-Seal into a drilled out rivet is, as you
suggest, not likely to achieve bonding to the inside metal. The hope
is that it will seal up the new, coated rivet, and secure the rivet
tail from the old rivet.

I did this job two evenings ago and won't refill the tank for another
couple of days, so can't repor the results yet. It was a last resort
after trying to vacuum in A) some Loctite 609 (which worked well on
the other tank) and B) Seal All. If the latest Pro-Seal application on
a new tank rivet doesn't work, I'll have to cut an access port to do
an inside-out repair.

I don't think "a little dab" of Pro-Seal on a bad rivet will do much
without vacuum. Even then, IMHO the Pro-Seal is rather thick to be
drawn into very small gaps by vacuum, even with thinning. In any case,
it would be a very poor substrate for paint, at best. I would still
try drawing in the Loctite 609 for tight seams and other small gaps
first.

I doubt that adding pro seal to the outside of the tank would make a lasting repair but hey it's experimental aviation. If it doesn't work there's no need to take the entire wing apart. Others have made repairs by cutting an inspection hole in the tank skin then adding a doubler and prosealing it closed after repairs are made.

6-29-11, Re the gas tank leak repairs: how is that the suggested repairs are
working without following the bldr man'l instruction of prepping the area with
the use of scotch bright and acetone..? Which I understand to be an
impossible task in a fully closed up wing-no way to get at the leak. Can Pro-
seal be applied to the outside of the wing..? And than painted over for
effect. Sloppy, maybe, but say just a little dab on the leaking rivet, or using
a bead on a leaking seam, instead of drilling out a rivet and causing a bigger
problem maybe and if that is the only way short of taking the wing apart than
why not..?
