aileron gusset

Just wondering if the aileron gusset (ail29) should have 2 or 3 rivets along the aileron spar (ail20). The third hole in the spar/skin lands on the flange of the gusset, would it be better to make new larger gussets to fit that hole, drill another hole in the spar, or?
