I had good success using a wax called Boelube as a drilling lubricant for stainless. Use lots of pressure and slow speed. If you let the drill spin without cutting the stainless work hardens and then it is a real challenge. Another help is a solid carbide drill. The #40 was about US$10 down here. The Boelube also is great as a file and hacksaw lube and for general drilling.
