Keith, since nobody chimed in...

There are two times that you bolt the horn with bolts...well three actually.
You bolt it to the end plug to hold it centered to drill the rivet holes.
You also bolt it to another horn to put a 3/16 hole in both to make a mating
pair for the wing and cabin torque tube, and you can do this step first to
save some time. Then you rivet the single horn to the end plug WITHOUT a
bolt holding it to the end plug. The hole gets used to peg the center line
of the wing torque tube and cabin torque tubes together with a threaded stud
(cut off bolt) sticking out of the cabin tube.

bolt get put back in? The drawing and the manual only

The "mate horn" instructions should be in the wing manual close to where
you're reading. The extra hole is so you can bolt the two horns together
with spacers between them, Mfg'd hole gets a 1/4" bolt and the one you drill
a 3/16th's. The pivot hole picks up as I said the 1/4" "stud" you will affix
to the cabin torque tubes end cap.

LOL, I"m not that far in the manual. I did find where
you are talking about though. I am at the point of
putting the torque tubes back into the wing itself.
Actually I everything up to putting on the skins done
other than prosealing the spar caps. I was just trying
to figure out what bolts to use. They call for AN3-10A
and AN3-6A but both seem awful long and will need
three washers under the nuts. Seems I spend more time
researching and trying to figure out the manual than I
do actual work. First time builder and it can get
pretty frustrating.
