There are two times that you bolt the horn with bolts...well three actually.
You bolt it to the end plug to hold it centered to drill the rivet holes.
You also bolt it to another horn to put a 3/16 hole in both to make a mating
pair for the wing and cabin torque tube, and you can do this step first to
save some time. Then you rivet the single horn to the end plug WITHOUT a
bolt holding it to the end plug. The hole gets used to peg the center line
of the wing torque tube and cabin torque tubes together with a threaded stud
(cut off bolt) sticking out of the cabin tube.

Silly question.... The manual states to bolt the
control horn together with a 1/4" bolt then
disassemble, deburr, etc. When reassembling does the
bolt get put back in? The drawing and the manual only
states to rivet with RR-5606.
