The Rebel I just purchased has the optional Elite panel installed. Is
replacing it with the original panel just a matter of replacing fus #8. #479
is set up for an 0-320 and the firewall has been set back.

Hi Greg !
Good idea going back to the standard panel - it'll greatly
improve your vision forward ! Don't forget to add a 1 1/2" or
2" angle along the bottom, tieing to the side posts, to mount
the throttle, mixture, etc. - it will stiffen up the panel, and add
space.
I think you'll have to replace more than just the panel -
the top skin over the high panel is curved to suit, I believe,
and that will likely affect the lip that hangs out over the engine,
as well ..... Not big changes, and probably worth the effort !
