Gas cap question.

Just getting ready to attach the gas cap base to the tank skin, when I see
that there are two small holes in the top of the gas cap. These holes are
180 degrees from each other. I can see arguments for putting it one way or
the other.

Any one have advice as to which way the holes should face when the cap is in
the installed position?
