Recommend consulting the local prop shop ... if the holes can be reamed to
1/2", they would know, and be the ones to do it.
Would NOT recommend you do anything to the prop yourself.

Don't drill out the prop. I had the exact same problem. If you have axcess
to a lathe you can make a
set of inserts out of 4130 and tap them for 3/8 bolts. You use to be able to
by them , they are quite expensive but I have not seen them adverstized
lately.

Any engine shop can supply you with a proper set of prop flange bushings
with 3/8 threads for your engine. Tap the 1/2" ones out and install the 3/8
ones. They do generally run about $40 a piece though.
