Rivetting to the skins increases strength, prevents sideways buckling,
and stops fretting from the skin vibrating against the channel.
Personally I would not bother doubling them if you are not going to
rivet to the skin. You might find that separating the second channel a
bit (space them apart) will make a better fit for the chair rails.

Yes rivet it to the skin that's how it gets it's strength. You can drill
from the inside going out 3/32" on an angle then drill from the outside #30
