Wingskin doubler w-601

We're working on putting on the skins for our right
wing on our Rebel and started the process of riveting
the bottom skin and the bottom of the leading edge
when we found that the wingskin doubler w-601 wasn't
installed. The odd thing is that w-601 isn't called
for in the documentation anywhere we can find.

Is this supposed to go out the outside of the wing
skin, or is it supposed to go on under the skin?
