ALL - Aileron and flap hinge nuts

Is it necessary to put castle nuts and cotter pins on the aileron and
flap hinge bolts? Seems with the AIL-26's bolted up tight the brass
bushings would rotate on this and you could use nylon lock nuts??
Asking because I have seen a few like this and looks to be a pain to
put in cotter pins?

What are guys doing?
