You may want to talk to, or fax a sketch to MAM before you incur extra
expense.
Its difficult to be sure of your situation from your verbal description.
Grant
will often e-mail a reply by the next day. MAM sometimes is willing to
compromise on the edge clearance requirement for rivets, especially if only
a
couple of rivets are involved. No doubt there are places where this can not
be
done however and it is nice to have written permission if it is something an
inspector might question.

I have frequently filed holes from #40 to #30 to draw them in a particular
direction. Occasionally I've also substituted a 5/32" rivet to make up for a
poor fit or oval hole if there is sufficient material.
Occasionally a patch can be incorporated so that you have an additional
layer of
metal to put the hole in the correct place.

If you have a hole that you are not going to use, how close can you drill
another hole that will have a rivet in it? I have always tried to get the 2d
edge distance but it stands to reason that something less might be adequate
in
this situation. I have never seen a reference to the 1.5d that you mention
though and you need 4d separation if you put a rivet in both holes.

Rest assured that you are not the only one that has to cope with small
errors
like this. Take the time to resolve them to your satisfaction, read ahead,
and
press on. The hints from this list have saved me several pitfalls.
