SR/Moose - stabilizer outboard rib reinforce

Wes, you probably already saw it on Steve R's but his fix for the stab
outboard rib was a complete new rib out of .040 (MAM stamped it for him) so
he could put the nut plates in for the float stab tip fins. I just added a
doubler for that picked up the rear spar and put the nut plates through
both.
