Forwarding this as I <presume> the EAA office knows what they are talking
about. They say you need a transponder to fly to Oshkosh, if you have an
electrical system! Haven't taken the time to figure out if this is because
of a local NOTAM or the requirement to cross the USA border.

Yes, all flights must comply with the international flight NOTAMs,
regardless of whether coming to AirVenture or not. If your aircraft has
an
electrical system, you'll need a transponder. If your aircraft does NOT
have an electrical system, you can apply for a waiver for the flight at
