Header tanks

I notice that a number of Rebels are fitted with header tanks in the plumbing from the wing tanks.
Is this necessary to reduce the unuseable fuel?
Is this a good idea?

I had to use a header tank because I went with fuel injection that required a return fuel line.
I do like that it added 4 gallons of fuel capacity
