As you said there are 3 fitting coming out of tank wing root. The most Aft
fitting (large) is for fuel. The 2 forward fitting are used for fuel site
gauge, top fitting has a T-fitting, from there you can cross vent to the
other wing. Then front he bottom of the T fitting you will hook to the
lower front fitting, this allows you to have a fuel "sight" gauge.

PS: Of course there are other ways to vent the tanks and also there are
other type of fuel sight guages to use.
