Another, less obvious cause for a tightening of the elevator horn on
my installation was because the horizontal tail bulkhead FUS-31 has a
tendency to bow downward toward the center causing the delrin blocks
to tilt down when tightened. I added a length of aluminum angle
(side-to-side) across the top and in front of the elevator horn to
remove the bow.

The trick was that after you
torqued the delrin blocks down, the horn tightened right up indicating that
the block was deforming as it was being tightened. And yes, I used a torque
wrench on the AN3 bolts. Quite a surprise. Just something to watch for.
