Certainly in Canada you need a radio licence to operate an aircraft radio. It is very easy to obtain you just have to write a short exam. Any flight training school would be able to administer the exam and once you have the licence it is good for life.

Industry Canada requires that all Operators of radiotelephone equipment on board aircraft hold a Restricted Operators Certificate - Aeronautical.
RIC-21 on the Industry Canada site explains it all. This includes portable radios and ground stations.

They dropped the aircraft licence requirement but a personal licence is
a requirement for anyone who presses the mic key AFAIK. I'd bet that
most private pilots could go a lifetime without a problem but MOT does
look for it when upgrading a licence or renewing IFR's. Don't know about
ramp checks, but so far I've never seen an FAA or customs inspector ask
to see it at a border. For a short period it was just noted on the pilot
licence but when they stopped that you were supposed to get a separate
piece of paper or find your old one. Bureaucracy at work. Two different
government empires.

US registered aircraft do not require a radio license UNLESS you plan to fly
into Canada and back.

In that case, you may be asked by the customs inspector to present your
radio station license.

The license may be obtained from the FCC by submitting the necessary fee
(about $100.00 US) and filling out the application form. This can be done on
line.

Same situation in Australia, since about 2002 or 2003. Radio in the
aircraft is covered by what is known as a class licence but you need the
operator's licence endorsement to use it. Prior to that change both
aspects required a licence.
