You must have had an old manual - we've been making the bolts
parallel (both are fore & aft) for years -- it's a lot easier to
install bungees, and fairings are smaller. Your 8 1/2" centers
sounds a bit larger than standard - but no worries mate ! :-)
The old setup did match yours, which is similar to Cubs, etc.
You should have no problem using the 9044 rings - other than being a
bit more of a challenge to install. Put the top over the top bolt,
then use a nylon ratchet tie-down strap hooked at the bottom of
the gear tube to pull the bungee down, pop it over the bottom bolt
using a large screwdriver as a pry bar. The partial twist will
make it a bit tighter, but will help a bit with damping bounces.
Your 'double length' method should work too, if there's
enough tension -- or you could just use another 9044. :-)
We usually end up with 2 on the front and 2 on the back, with
one extra one on top, in the groove between the first 2,
for heavier Rebels.
The bolts should be OK if you use the Delrin tubes, tightened
between the tube & penny washers - they effectively double the
bolt diameter - AND provide a larger, more slippery surface
for the bungees --- considerably better than just a bolt !!
Might be best to cut the ends of the Delrin to fit the gear
leg tube (fishmouth)....

Bolts are 5.16" do they need to be inc.to 3\8.
Will be using delrin rod over bolts also.
Distance between bolts centre to centre is 8 1\2 ".
