The number in Vancouver, or for out west here, is 604-775-9622
and ask for a manager/supervisor. Explain that you don't have a
transponder and you were given this number to request a
transponder waiver to cross the border. If you get the right
person, they will give you permission, and ask that you be in
contact with a control terminal when you cross the border. Here,
out west, it's Abbotsford, both to go into the US, or into
Canada. What they don't want is an unknown aircraft crossing the
border. You might have to try more than once if you don't get a
cooperative person. You also need to explain this again when you
file and open your flight plan, and tell them that you have a
transponder waiver.
Normally, you call 1-888-YVR-CODE to obtain your transponder code
before filing and opening your flight plan with flight service.
They are the ones that gave me this special number to call for a
waiver.
Not sure how it works out east, but you must have some similar
procedures and numbers that you can call there.
Also, there is a transponder waiver form that you can fill out
and fax to them. They say it takes a week to get the written
waiver. So that's another avenue to pursue.
Just don't forget your passport and birth certificate. You might
not be as lucky as Bruce.

more. If you ask the same people who file your flight
plan they will say you
can't cross without a transponder, but keep insisting
and you will eventually
get the shift manager who will give you a clearance.
They just want to know your coming so they don't sent
up the fighters!
