Catto propellor

Hi people,
Just wondering if someone who has a Catto propeller fitted can advise initially on the approval documentation from the authorities CAA regarding installation of these for use. I am changing to one of these props on my 235 lycoming Murphy Rebel down in New Zealand and need some back up info to reduce the test fly time that CAA may require. I was hoping for none however we have just had a change in our system where once an experimental aircraft has completed its test flying programme it is then registered as a homebuilt.
If any changes are made different from factory standard then one has to pay $300 to put it back into experimental, fly the test period then part with another $300 to go back to homebuilt. Not allowed to stay experimental. Just another means of legalising the theft of our hard earnt money by a government agency for absolutely no benefit to us.
Hope someone can advise.
