Elevator defection angle

I'm the 3rd owner of this 2004 160Hp Rebel.

The original builder set the Elevator with 20 degree up and 30 degree down (in reference to Horizontal stabilizer), I have since re-rigged to 27 Degree up and 24 degree down, to get a better low speed control authority. Before it was hard to stall the airplane and now it has becoming much more sensitive to High AOA and stall.

What's the angle the factory suggested? I was told by an experience Rebel pilot, it should be 30 degree up and 20 degree down, is that reference to the Horizontal stabilizer? Can any one shines the light on me?
