[rebel-builders] Door sill install question

I just took a look a look at my notes and photographs. I did drill #30 and
rivet the door sills but not in either the front or rear positions where you
will eventually rivet the door sills to the square tube cage and at the rear
to the vertical skins that attach the cabin to the tail. As I recall, these
still require some extra measuring and squaring before final drill and
rivet. Leave those #40 until you have to tops of the door and roof skin in
place. Even then, you have some other skins that go forward to the firewall
that still need to be fitted.

I have completed the instructions titled "Door Sill Install" which
says to drill the holes to #40 and cleco together. I couldn't find
an instruction to drill out to #30, deburr, chromate, and rivet. Is
there a later step that requires that the holes be left at #40, or
should I drill out to #30 and rivet now?
