Drew,
Adding any extra weight to an airplane is undesirable, non the less control
surfaces. As far as the elevator being semi-balanced that's great, if you
don't divert from the build design........ but I'm sure that every builder
static balances all their control surfaces after each little
modification and don't forget the added weight of paint behind the hinge
point--I've seen some paint jobs put on with a heavy trigger finger.
Just 2 cents worth and something to think about.

Almost every rebel just leaves the hole empty but a dummy rivet wouldn't
hurt anything.
