Amphib nose bumpers

Hi Guys,
I'm not clear on how to attach these bumpers. A backing plate is made and attached to the rubber bumpers with 4412 flush rivets but the rivets are concentrated on the inbord side with just 3 outboard. I guess I can use some adhesive. Also, the backing plate ( bumper assy) is attached inboard with the AN3 bolts of the FL-212s but only 1 3/16 bolt is located outboard. I'm thinking that this bolt could be located further outboard, better securing the assy ...? And no mention of a nutplate for this bolt.
Any advice would be appreciated.
