Rotec Radial Rebel

I have seen the rebel online with the 2800 engine from Rotec. I believe it
was a school project or something. Has anyone heard or read about flight
characteristics/performance since it's been built? For a float plane the
3600 looks like a good match. What about cold weather performance
(especially starting)?
