[rebel-builders] Rebel -Fin Install clearance

Hi Dave !

Wayne's got it ! You can add the extra fin if you want - all it
adds is weight .... and it does make turns a bit more difficult ...
though not significantly.

Some folks think it looks better - I prefer it without...
In test flying on floats, the dorsal fin was removed, because it
wasn't necessary, and seemed a bit of a hinderance ...
The Rebel has lots of longitudinal stability .... might help
on the Elite though ...
