hydraulics cycling time

Being a classic type A, I seem to want to pump quickly on the amphibs to
cycle them but find I need to pause at the top of the stroke to allow a
1/2 second or so for the pump to fill itself. Does anyone else have this
phenom or does it sound like I have an restriction? Might it be because
the reservoir is mounted too low (test situation - not in plane)?
