[rebel-builders] floor bulkhead C cutouts?

I think I only re-inforced the cutouts in two places not mentioned in
the manual. Above the rear float mounts and inboard of the rear landing
gear mounts for the bungee gear. Don't recall anybody mentioning
difficulty anywhere else. I did put a diagonal stringer on the skin of
each of the two bays behind the cage under the door though. Most guys
seem to be using thicker skins under the door nowadays than the 0.020
that came with 119R. I'd guess that the bulkhead uprights under the
doorsill are not working very hard but that the skin is under
significant load. Some guys have reported movement, oil canning, and
smoking rivets in that area.

doublers at the C cutouts of the uprights. Seems like not doing so is
concentrating strain in the small remaining areas next to the cutouts. Any
reason I should not cover those cutouts? (Hard to imagine I'd want to use
them as wire or hose runs.)
