Ted,
That is a proprietary name for a clamping device that holds tubing at an angle so that a hole saw of the proper diameter can be used in a drill press for tubing cuts. By adjusting the angle the resulting cuts fit together for welding. It produces "fishmouth" cuts such as are used in tubing clusters in a rag and tube airplane. This is a one off use for me so did not justify buying the tool.
