Amphib sister keel

Hi Guys,
The sister keels are straight but the float bottom is round forward bulkhead 'D'. The instruction and MAM support say to just force down and cleco but that seems to be putting a lot of strain on the bulkheads and stiffeners. I tried shrinking a little with no luck. Any ideas?
