Fibreglass loft insulation

Hi all, when I removed the floor of my rebel in the course of a rebuild I
discovered that the builder had filled the square voids in the floor with loft
insulation presumably to deaden the drumming effect of the bare aluminium,
this would probably have been fine if water had not been trapped , it had
soaked into this stuff like a sponge, recon that he might have found a
balance problem if he had flown some more, any one else seen this done ?
