Forward Cabin Section

Hello all it's been awhile since I've been on the site.
I have started back to work on Rebel 009 after a long winter away from the
project.
I'm working on the forward cabin section, this would be under the seats and
bagage area and I don't see how I can keep proceeding forward without
drilling to #30 and riviting this section together? In the man it just keeps
telling me to keep going on and on with no mention riviting ?
Can anyone help with information where and when I should this rivit this
section and just how this should be done, as the bottom floor and bulkheads
are only clecoed to #40?
I just don't see how to do this!
Please some help?
