carry-thru gussets

Hi all,
I'm countersinking the four #11 holes in each of the fuselage bottom
carry-through gussets. Do I need to countersink deep enf to get a smooth
face along the gusset across the csk rivets? I think (looking ahead) it
looks like these areas are clearance for the bungee gear inside tubes, and
if so, I need to countersink enf to leave the csk rivet faces flush to the
gusset. If someone can please confirm this?
