Horizontal Stab Ribs

Gents,

I am working on the horizontal stabs now and need some help. I have the 5 ribs (1 diagonal plus 4 perpendicular) layed out on the skin and I am pondering how to attach them to the aft spar. The manual says to backdrill three #30 holes through the spar and into the flange that I made. OK, I can handle that on the two middle ribs. Lots of open space there. Three rivets will go there eventually. My problem is at the end ribs, both the inner and outer. On those ribs, that 1 inch flange that I made in the rib actually covers the two AN3 bolt holes I drilled in the spar for the ST-25 control hinge. So, I am wondering what to do:

a. Just drill two 3/16 inch holes in the rib flange and pass the bolts through it.
b. Drill the two holes above and also drill for a countersunk rivet in the middle between those holes.
c. Something else that I simply cannot figure out (yet).
