Fuel tank covers

Hello All
I plan to certify my Rebel at 1320 Lbs. so I will only be using two tank
bays (15 Gal's) per side. I am getting ready to transfer the holes to the
tank covers from the wing skins which are pre-drilled to use all three tank
bays. I assume the preferred procedure would be to use the full size tank
covers and duplicate the two extra rows of holes at the tanks outboard rib
(#3)
