feeling stupid...

Hello
I feel stupid! In the manual, it is write to bolt together fus-87 (tailspring anchor fitting) with fus-85 (tailspring anchor) with the bolt head
inside... It is ok for 2 bolts but #3 and #4.... I think the hole should not be in front of each other but the pilot hole where already in the
part.. so I do not know how!
Someone can open the light for me?
