Hi Charlie: From my experience you would never use even 17 deg. down unless
you plan to fly inverted, however the inspector may a least require what the

Agreed. Unless you want to get that outside loop going you won't need
anywhere near 17 degrees down travel.

If you have intentions to fly on skis...then YES you want 25 degrees down if
you can get it.

I just went out and inspected the "fleet" in the hangar. Mine has 25 degrees
down measured at the elevator center line. If you use just the top surface
of the elevator then it would be 30 degrees.

Thanks to Horn placement I didn't need any stab spar modifications. On CYP
though we had to trim about 3/16 deep into the lower spar flange on the end
1/2" or so..... so the horn could swing far enough in for sufficient down
elevator. This trimming isn't going to effect structural integrity...just
don't get carried away!

I've never flown a Rebel, but...
The difference between how much down elevator you need for normal
operations, and how much you might need in some emergency situation could be
the difference between life and death. The example I gave before was getting
rolled inverted by wake turbulence at low altitude, but surely there are
others. What if you forget to secure a heavy load in the baggage area, and
on climbout it slides back, tearing out the flimsy curtain on the way back
to the tail cone? Or maybe you just loaded your CG a little too far back,
knowing it will probably fly fine, only you screw up and get distracted in
the climbout, and get into a spin? Now you'll need every bit of elevator.
