Hi,
Just fired up my engine today, everything works on the panel and on the firewall as expected. My DAR told me to get the plane registered. I see I am supposed to send in a bill of sale. I only have the invoice that came with the kit. What is the norm here in the states?

The norm in the states is that you have to have the Bill of Sale or
they will just kick back your registration due to improper documents.
Most kit manufactures are now sending them out to kits bought in the
US. MAM should send you one and it would be better if the put a
current date and a low price on it (depending on your state the tax
man will come to collect a penalty on the use tax when they see you
bought this so many years ago). If MAM doesn't send one - (and I
didn't say this, I just heard it somewhere) - they are pretty easy to,
er, fill out with whatever you want for dates and numbers...

I didn't have a bill of sale either so I contacted MAM and they sent me an
FAA form 8050-2 (Bill of Sale) all filled out with the comment "$1.00 plus
XXX other considerations". I didn't even ask for that statement since it
doesn't matter in the state of Alaska but no problem getting it from MAM.
Just call them and ask and they'll take care of you. There is no federal
tax on an airplane so it just depends on the state you are in whether there
is a tax issue, but with the statement MAM puts on the bill of sale it
should be fine no matter where you are.

Mike,

Great news on your engine and panel working fine. The FAA doesn't
function nearly as well.

I have been trying to register 254R for five months, a process
frequently known as registration hell. Last week I re-submitted for the
fifth time. The first four times required a form to be re-notarized each
time ($20 a pop). Most of the alleged deficiencies would have been
laughable were it not for the hassle.

One of the major problems is that different "legal documents examiners"
in Oklahoma City apply different standards, and every time you submit, a
different person takes their personal axe to your application. Things
that passed the first examiner will not pass a second one. For example,
EAA says you don't have to have an engine serial number, but some
examiners insist that you do. At least that one shouldn't be a problem
for you. In the first return to me, they sent MAM's bill of sale back
with a stamp on it saying they didn't need it for their files, then in
the second or third return to me, they said I hadn't submitted it. Really.

Other objections were that I neglected to print out my name in block
letters under a written signature. Even though the name was plainly
typed just a couple of lines up, and my signature is very legible, they
couldn't just write in the block letter part, of course. Another
objection was that I had failed to modify the document title block of
their Bill of Sale form to add the word "Kit" in front of "Aircraft..."
There's nothing in the regs about that, I can assure you. I'm not
making this up. The other things were even more nuts.

At least I have succeeded in getting my reserved N-number attached to
the pending application. I'm actually optimistic they'll issue the
registration after this last go around, but not holding my breath.

If you want to FAX your forms to me before you pay for notarizing
things, let me know direct, and I'll pretend to be Oklahoma City for
you. Might save you a round or two. In any case, good luck.
