cage section

Well I'm here with another question to all you builders out there that have
been threw this before.
I'm building the cabin section and I have followed the man, very close ! but
I don't see when to drill the outer skin fus 39/40 and bulkheads that are
directly behind the uprights going aft?
I have skimed threw the rest of this section and just don't see when to
drill the bulkheads or the outer skins?? this would be around (12.12.3 cage
join) Seems like you have to drill from the under side ? but when and how ?
