Hi Dave: I cannot find what your asking in my manuals. Can you be more
specific on section and step number so I can check. What you are saying does

It doesn't hurt to also remind us what a FUS-27 is ;) It seems it is
the fuselage rib above the door. (Fig 12.14.2) As far as I recall all
the flanges are 90 degrees on that. You do have to flute the top flange
to make the rib lie flat. Preferably with the flutes between where the
rivets will go. Don't forget to do the floatfix bulletin while working
in that area.

Cut the round hole for the cabin control tube first in aft part of FUS-27, then
plan the float fix doubler around the round hole.

Can the hole be located before the part is installed so I can use the hole
cutter in the drill press?

Allen,

I didn't because I wasn't absolutely sure I could cut it so that the torque
tube would pass through it's center. I didn't want the FUS-27 hole to be
off center from the torque tube. I waited until I could mount the wing,
then used a short section of 1/4" rod slipped in the end of the torque
tube, extended out against the FUS-27 to mark the center for the hole. Then
use whatever tools it takes to 'hog' out the hole and smooth the edges.
It's more work than using a fly cutter, but not that much more. And it's
centered to the torque tube.

This photo shows the hole in the FUS-27 being cut using a nibbler -

I have since installed a doubler around the opening even though the manual
doesn't call out for one.
