Bottom skin/Fus 39

I was wondering as when to rivit the bottom skin ( Fus 39 ) to bulkhead A,F
the manual says to rivit the side bulkheads up to the round corners but
nothing about the bottom skin ?? Can I do it now or is there something else
I will have to wait for ?
