[rebel-builders] Rebel forward tailspring bolt bracket

Yeah they changed that part at least 3 times that I know of. I seem to
recall drilling/reaming/filing that hole from underneath the fuselage
without much difficulty. I wouldn't drill it all the way to final size
but don't remember any reason why you couldn't open it up most of the
way and maybe run a reamer or file through it when it is mated to the
skin. I think I had a bolt through it to hold it to the table or saw
horse at some point.
