question....

Hello,
I am working on the tail section of the fuselage (Rebel).
Before making the floor, the manual send me to the float attache point
#12.27. At 12.27.22, the manual ask to rivet the bulkhead "doubler" (a
half doubler "A" that we put inside the "A" bulkhead) to the outer corner
wrap... but that corner wrap is still drill to #40 and is not riveted in the
"B" and "C" location.... Look "bizarre" and I would like to double check...
Please let me know....I am in the shop!
