Dimpling top rudder rib

Hello All,
Working on the rudder now, came upon a few questions. Perhaps someone would
be kind enough to clarify.
In the manual it says to dimple the skin and top rib, saying to disassemble and
deburr all parts afterwards.
My questions are;
1)-Is it not preferable to deburr the holes before dimpling?
2)-Should I dimple the skin and rib together in one action, or dimple the rib and skin
separately (two actions)?
Thanks in advance.

yes deburr holes first then dimple

I agree with both of Mike's responses. If you are using the simple nail and
two dies dimpler that I use the key to properly centered dies is the right
size nail. One that's even a little bit too small will cause the dimples to
wander a bit.
