hinge aliignment

When I put a drill rod through the hinges on my fastbuild Moose rudder I
find that they are not aligned with the axis of the spar or each other. One
pair of them is already drilled to .25" What should I do?

Peg top and bottom, top and middle, middle and bottom and note which pair
gives the least mis-alignment for the unpegged hinge. Ream the least
offender over size for -5 bolt or 5/6 x 1/4 hat bushings and a 1/4 bolt.
