Flap mechanism

More questions,
Thanks for the input last couple days on previous questions. Does the
outboard nylon bearing block that slides over the flap torque tubes go
to the outside of the root rib of the fuselage?
Also, how far does the torque tube stick out beyond the root rib? I was
thinking far enough to keep linkage rods running parallel to the root
rib.
