Can someone recommend a good flaring tool that doesn't cost an arm and a
leg?

ROLO-FLAIR FLARING TOOL 37

Yup
Best little flaring tool that I've ever used!
Might be a bit cheaper from ATS (aircraft tools) especially if you ever
go to Oshkosh or Sun'n Fun.
