wing strut inspection port: was pitot

Now realizing that MAM standard pitot is straight it, and others have made
their own straight in pitots, I'm feeling more inclined to do this -- it is
simpler. Doing the bottom skin L shaped pitot would mean (for me) adding the
W-601 doubler and inspection ports (at strut attach bottom of wing), which
I'm sort of wanting to avoid. However, maybe it's worth it -- I think I
recall someone here saying that annual strut bolt inspection was required
either by Canada or FAA. Correct? or my imagination? I personally feel
comfortable those painted bolts/nylocks are never going to budge.
Also, on the W601 doubler why does MAM call out 4 3/4" hole in the doubler
and 3 1/2" hole in the skin? I'm assuming the doubler is on the outside of
the skin. Is this so that the hole cover is to be a 4 3/4" cap that fits just
inside the doubler hole on top of the rim of the underlying main skin hole?
